.co is a country-code top-level domain, delegated in 1991, and IANA records Ministry of Information and Communications Technologies (MinTIC) as its ccTLD manager, in Colombia. The registry points registrants at registry.co for registration services. The .CO registry publishes no residency or nexus requirement — nothing ties a .co name to Colombia. What it does require is a registration agreement with an accredited registrar and contact data that is true and kept current, on pain of suspension or cancellation. Its lawful-use clause bars fraudulent or illegal purposes and names spam, phishing, pharming, botnets, malware and trademark infringement outright.
